Rosehaven Council will be a democratically governed principal council. Its governance arrangements determine who may take decisions, how authority is delegated, how decisions are scrutinised and how residents can see who is accountable for the council's work.
Full Council
Full Council is the meeting of all elected Rosehaven councillors. It is the central democratic body for matters reserved to the whole council. Under the settled leader-and-cabinet model, Full Council elects the council leader unless another lawful executive model is adopted. The council's constitution will identify the matters that Full Council keeps for itself and the responsibilities exercised elsewhere.
The executive
Executive arrangements provide for executive decisions to be taken within the framework established by the council. Portfolios, delegations and responsibility for decisions need to be recorded clearly so a resident can tell whether a matter belongs to the leader, another executive member, Full Council, a committee or an officer acting under delegated authority.
Overview and scrutiny
Overview and scrutiny is distinct from the executive. It allows non-executive councillors to examine policy, decisions and performance, gather evidence and provide democratic challenge. Effective scrutiny helps make the reasons for decisions visible and gives the council a structured way to test how well its work is meeting local needs.
Audit, governance and standards
An Audit and Governance Committee supports oversight of governance, risk, internal control and assurance. Standards arrangements deal with the conduct framework for councillors and the proper handling of standards matters. These functions sit alongside, rather than replace, the political accountability provided by elections and council meetings.
Senior and statutory officers
The council's core administration includes the Head of Paid Service, Monitoring Officer and Chief Finance Officer. Together these roles support effective administration, legality and propriety, and sound financial stewardship. They are supported by the wider professional functions a principal council needs, including democratic services, legal, finance, audit, procurement, records management, complaints, participation, equality, safeguarding governance, resilience and performance.
The council constitution
The constitution will bring the governance system together in an authoritative council document. It will set out decision-making arrangements, delegations, meeting and committee rules and other provisions needed to understand how the authority operates. Once adopted, residents should be able to use it alongside meeting and decision records to see how a particular decision was authorised.
Current position
The governance model is settled at system level, but Rosehaven's democratic institutions are not yet operating. There are no serving Rosehaven councillors or current Rosehaven statutory office-holders presented on this website. Rosehaven-specific committee memberships, delegations and appointments will be published only when they are actually made.
