Steadfast & Hearth Combined Sphere Authority

Rosehaven is part of the Steadfast & Hearth Combined Sphere Authority (SHCSA), the Mayoral Strategic Authority covering the two spheres. The combined authority brings together six constituent council areas: Alderstead, Brightmere, Stonehaven, Rosehaven, Bridgewell and Greenhaven.

Two levels of local government

Rosehaven Council and SHCSA are separate public institutions with different responsibilities. Rosehaven Council is the principal council for the Rosehaven local area and is concerned with the local functions assigned to Havenstead councils. SHCSA works across the wider Steadfast-and-Hearth area on the strategic functions assigned to the combined authority.

Being a constituent council does not transfer Rosehaven's local responsibilities to SHCSA, and it does not give Rosehaven Council control of strategic functions held by SHCSA. Residents should be able to identify which institution is responsible for a proposal or decision and use the democratic and accountability arrangements of that institution.

Why strategic working matters

Some local issues do not stop at a council boundary. Economic activity, major infrastructure needs and other strategic questions can affect several communities at once. Rosehaven's local role includes understanding the needs of its own area and, once the council is operational, ensuring those needs are represented through the appropriate wider arrangements.

That relationship works in both directions. Strategic decisions can affect Rosehaven, while evidence gathered locally can help inform decisions taken across Steadfast and Hearth. The purpose of the combined structure is therefore coordination at the scale of the issue, not the creation of a single council for every local function.

Decisions and accountability

A decision made by Rosehaven Council is accountable through Rosehaven Council's own democratic arrangements. A decision made by SHCSA is accountable through the combined authority's arrangements. Meeting papers, decisions, consultations and other records should be read on the website of the institution that issued them.

Rosehaven Council has not yet commenced, so it is not currently taking local council decisions or participating through operating Rosehaven democratic institutions. This page explains the settled institutional relationship; it does not imply that uncommenced Rosehaven functions are already being exercised.
