Community safety is the council's local partnership role in helping communities address conditions that affect people's ability to feel secure and participate in local life. It brings local knowledge together with the work of organisations that hold operational or specialist responsibilities.
The council's local role
A commenced Rosehaven Council can identify recurring local concerns, understand how those concerns affect neighbourhoods and convene or engage the organisations that are able to act. It can also make responsibility clearer for residents, so a concern reaches the organisation with the relevant power rather than being passed between services unnecessarily.
Community safety connects with neighbourhood work, local wellbeing, place planning and resilience. For example, patterns identified through community engagement can inform local priorities, while resilience work can help the council prepare for disruption that affects community life.
Policing and crime
Rosehaven Council is not a police service. It does not investigate crime, arrest or detain people, direct police operations or decide criminal cases. A matter requiring an operational police response remains a matter for the competent police service. The council's partnership role must not obscure that distinction.
Fire, rescue and emergencies
Fire and rescue is also outside Rosehaven Council's automatically assigned functions. The council can contribute local information and coordination where appropriate, but emergency response remains with the competent responder. Immediate emergencies should always use the established emergency arrangements rather than a future council community-safety contact route.
Information and partnership working
When the function commences, the website will explain the community-safety arrangements that genuinely operate in Rosehaven, including how residents can report a council matter and where they should go when responsibility lies with another organisation. Any partnership or reporting route will be named only once it actually exists.
Current position
Rosehaven Council has not commenced its community-safety function and is not currently receiving community-safety reports. Existing operational services remain responsible for their present functions.
