Recreation is about opportunities for people to spend time, take part in activities and use shared community provision. It is an assigned Rosehaven Council function and sits alongside the council's wider role in community life, wellbeing and participation.
What the recreation function can cover
A commenced Rosehaven service can support appropriate recreational opportunities, provide information about council-run provision and manage facilities or programmes that are genuinely placed under the council's responsibility. The shape of that provision should respond to local needs rather than assume that Rosehaven operates the same facilities as an English district, borough or unitary council.
Recreation can also connect with community organisations and volunteering. Independent clubs and groups remain responsible for their own activities, while the council can help residents understand opportunities and, where appropriate, support local participation through its own functions.
Recreation and sport
Recreation and sport are not interchangeable responsibilities in the United Hampshire settlement. Sport is devolved separately, while recreation is an assigned central Havenstead local-government function. Rosehaven's website therefore describes the recreation services for which the council is actually responsible rather than importing a generic council “leisure and sport” category.
Facilities, activities and bookings
There are currently no Rosehaven Council recreation facilities, timetables, booking arrangements, programmes or fees. A park, venue, activity or community space should not be presented as council-run unless responsibility has actually been established. Once the council operates provision, residents will be able to find the relevant practical information here, including access and booking details where those arrangements exist.
Current position
Rosehaven Council has not commenced its recreation function. The present page explains the scope of the function so residents can understand where it sits in the future council, without implying that facilities or programmes already exist.
