Resilience is the ability of a community and its institutions to prepare for disruption, respond effectively when something happens and recover afterwards. Rosehaven Council's role is local: understanding the area, maintaining its own continuity and working with the organisations that hold emergency and operational responsibilities.
Preparing before an incident
Good resilience work begins before an emergency. A commenced council can identify local vulnerabilities and capabilities, understand which communities or services may need particular consideration, maintain appropriate business-continuity arrangements and support sensible community preparedness.
Local knowledge is valuable because the effects of the same incident can differ between places. Rosehaven's neighbourhood and community relationships can help the council understand local circumstances and communicate those needs through the wider civil-contingencies system.
Working with responders
Rosehaven Council is not an emergency service. It does not replace the police, fire and rescue service, health services or other competent responders, and it does not direct their operational response. Its contribution needs to fit the established responsibilities of those organisations.
Continuity and recovery
The council also needs to consider how it would maintain its own priority functions during disruption and how local-government activity can support recovery afterwards. Recovery can involve restoring normal community activity, understanding continuing local impacts and coordinating the council's own functions with work led elsewhere.
Information during an emergency
When an incident occurs, residents need clear information from the body responsible for the relevant warning, instruction or service. Rosehaven will not create competing emergency messages where another competent authority is leading the response. Council information should instead support the wider response and explain any Rosehaven-specific service effects for which the council is responsible.
Current position
Rosehaven Council has not commenced its resilience function and is not operating an emergency contact route. Current emergencies must be handled through the established competent services. This page describes Rosehaven's local-government role so that, when the council commences, that role is clear rather than confused with frontline emergency response.
